Can anyone tell where this is in EPCOT? It was a very busy weekend and they opened this area up for guests to use the restrooms which we couldn't believe the size, must be the biggest restrooms we ever saw.

If I recall correctly it is called the World Showplace and was built for the Millennium Celebration. Currently it is used as a event space - for example they have used it for media previews of the various festivals etc... I am pretty sure it is located between the Canada and UK pavilions and is not open very often.
It is also where the Party of the Senses is held during the International Food & Wine Festival.
I never heard of the Party of the Senses, I have seen special groups of people come out of there all dressed up and then go to the area (on the lake shore) next to United Kingdom's Rose and Crown to watch Illuminations.
This area is almost always roped off, I say almost because on rare occasions it isn't, at least when we go it is.
Last year we were heading out before Illuminations and as we passed this area it wasn't roped off and nobody was there. So we walked up to the railing and waited to watch the fireworks. We thought that at any time someone was going to tell us to leave which didn't happen. It was very nice being that close without bumping elbows with anyone.

You certainly got everything correct and we were at the Millennium Celebration so long ago and what we always wished they brought back.
I had to crop the picture to make it fit, but from the original picture we were almost the only ones there just a few others came along. We actually sat on a bench and relaxed, EPCOT was packed that weekend and it was during the Food and Wine Festival.
