It was announced in April 2017 that Tokyo Disney Resort will be going through a multi-year expansion to be completed by 2020. Most of this expansion will the development of Beauty and the Beast Land which feature new attractions, new dining options, new shopping, and even Beast's castle. There will also be a Big Hero 6 attraction in Tomorrowland and this attraction will be similar to Mater’s Junkyard Jamboree in Car Land at Disney's California Adventure. They will also be adding a Minnie Mouse attraction to Toontown.
Additional changes reported by Disney Parks Blog, include a new daytime parade at Tokyo Disneyland featuring Mickey and his pals, the reopening of “it’s a small world” with the addition of 40 classic Disney characters, and a nighttime transformation of Cinderella Castle as Mickey creates a fantastic spectacle. Even more excitement is in store when Tokyo DisneySea’s Soarin’ opens in 2019.
This is all being developed because starting in 2018, Tokyo Disney Resort will be celebrating it's 35th Anniversary "Happiest Celebration!"
D23 Tokyo is going on with that new information has been released about what to expect with the new expansions coming to Disneyland Tokyo.
In Fantasyland, a fully immersive Beauty and the Beast themed area will be added, similar yet grander than the area in Magic Kingdom in Walt Disney World. The land will feature an original Beauty and the Beast trackless dark ride in the Beast’s Castle and a theatre for live entertainment.
ToonTown will get a Minnie Mouse new meet ‘n’ greet.
In Tomorrowland, a Big Hero 6 ride similar to Mater’s Junkyard Jamboree in Disney California Adventure and the upcoming Alien Swirling Saucers in Disney’s Hollywood Studios is coming.

To the top right of the photo is the new theatre. At the top left is the Beast’s Castle and behind it is the show building to contain the dark ride. At the bottom of the photo is the roof of the Big Hero 6 attraction.
Guests will enter Beast’s castle by crossing a bridge; the same as the one at the entrance to Be Our Guest in the Magic Kingdom.
Belle’s Village will have gift shops for the land and a Gaston water fountain. One side of the street directly backs onto the new Big Hero 6 ride.
Grand Circuit Raceway and the Star Jets were closed to make way for the Big Hero 6 attraction.
The Big Hero 6 ride will feature Baymax-esque personal healthcare companions pulling guests in carts.

Disney Parks Blog revealed a sneak peek video at the new Enchanted Tale of “Beauty and the Beast” attraction coming to Tokyo Disneyland as part of a large-scale development plan bringing new attractions, entertainment, shopping and dining to the park in spring 2020.
The resort shared this inside look along with announcing the names of the many new offerings guests can soon enjoy at Tokyo Disneyland.

The centerpiece of a new area themed to “Beauty and the Beast” in Fantasyland, Beauty and the Beast Castle will tower nearly 98 feet above the surrounding area and house the Enchanted Tale of Beauty and the Beast, a new attraction inviting guests to step into the animated film aboard ride vehicles that dance in rhythm to the film’s music.

The nearby Village Shoppes and La Taverne de Gaston will further allow guests to explore the world of the film and enjoy the ambience of Belle’s village.

Also opening in the new area, the Fantasyland Forest Theatre will feature signature Disney entertainment in a dedicated indoor performance space. Productions featuring Disney characters and music are sure to delight guests of all ages in the 1,500-seat storybook theater.
Disney Parks Blog has announced that “New Fantasyland,” a new area featuring the Enchanted Tale of Beauty and the Beast attraction and the indoor Fantasyland Forest Theatre, will open to guests on April 15, 2020 (also Tokyo Disneyland’s 37th birthday). Brand-new additions in Tomorrowland and Toontown will open on the same day.
Guests can immerse themselves in the tale as old as time upon entering Belle’s village, which features Maurice’s Cottage, Gaston’s fountain, restaurants and shops. Towering high above the forest is Beauty and the Beast Castle which houses Enchanted Tale of Beauty and the Beast, an attraction where guests join a musical adventure in vehicles that dance in rhythm to the music from the animated film. Deeper into the forest sits Fantasyland Forest Theatre, a 1500-seat indoor theater with live entertainment featuring Mickey and his pals.
Over in Tomorrowland on The Happy Ride with Baymax, guests can join their own personal healthcare companion for an exciting ride that swings them round and round. Popcorn enthusiasts will love The Big Pop, an outer space-themed popcorn shop also coming to Tomorrowland.
In Toontown, guests will also be able to meet Minnie Mouse in person at Minnie’s Style Studio.

From Maurice’s Cottage (Disney FASTPASS® Ticketing) at the entrance, to Gaston’s fountain, and the village restaurants and shops, Guests can immerse themselves in the world of the film as they enjoy the ambience of Belle’s village. Towering above the forest is Beauty and the Beast Castle which houses Enchanted Tale of Beauty and the Beast, an attraction where Guests follow Belle and Beast on a romantic musical adventure in vehicles that dance in rhythm to the animated film’s well-known music.
Leaving the area themed to Beauty and the Beast and plunging deeper into the forest, Guests will find Fantasyland Forest Theatre, the first full-scale indoor theater at Tokyo Disneyland with live entertainment featuring the Disney Friends."
The Happy Ride with Baymax, where Guests can join their own personal healthcare companion for an exciting ride that swings them unpredictably round and round, will open in Tomorrowland along with a shop specializing in popcorn.
In Toontown, Guests can meet Minnie Mouse in person at the new Disney Character greeting facility, Minnie’s Style Studio.
With over three years of construction and a total investment of about 75 billion Japanese yen, the largest redevelopment in the history of Tokyo Disneyland promises to further enchant Guests with an array of brand-new experiences. April 15, 2020 marks the beginning of a new era for Tokyo Disneyland.
