After reading 3 different articles (BlogMickey, WDW Theme Parks, Disney Tourist Blog), I feel pretty confident in saying that Tomorrowland Speedway is out and TRON Lightcycle Power Run is in.
It has been rumored for more than a year or more but it appears the D23 Expo will announce that this rumor will be true. For right now, it is still a rumor until D23 confirms it. For those of who don't know, TRON Lightcycle Power Run is currently at Shanghai Disneyland and it has been rumored about coming to WDW but not where or when. It had been rumored of taking over Ellen's Energy Adventure along with GotG in Epcot or some place in the MK.
For you history and nostalgic people, Tomorrowland Speedway first opened in 1971 along with the Magic Kingdom. There have actually been rumors for years about they changing and/or removing but nothing serious ever came from those rumors except some refurbishments.
TRON Lightcycle Power Run is currently Disney's fastest coaster reaching speeds over 60 mph. It opened in 2016 when Shanghai Disneyland opened.

No permits have been filed yet but "rumors" are to have the new attraction open in time for Magic Kingdom's 50th Anniversary in 2021. Until Disney officially announces otherwise, this is still a rumor.

From what I am hearing, the Speedway is not totally out as the Tron coaster would go behind it, but the current incarnation of the speedway may be altered and rethemed. This from WDW Magic and a few updates to stories online.
I saw that too but have been finding more stories about it replacing Tomorrowland Speedway. I guess that is why this all rumors until Disney makes the official announcements. Here is where WDW Magic has heard where TRON Lightcycle Power Run might be going:

Personally, I like this idea better as it keeps Tomorrowland Speedway around since I am one of those nostalgic people and would like to see it stay. Of course, I think it needs some updating like maybe some "futuristic" cars to continue with the Tomorrowland theme.

The question was where would it be built. Many rumor had it replacing Tomorrowland Speedway while WDWMagic had it located on the other of the railroad track behind Tomorrowland Speedway. Well, according to Disney Parks Blog, the speedway will stay and the new attraction will be construction on an entirely new area right next to Space Mountain.

At D23 Expo 2019, guests were to view new concept concept art, Cast Member costumes, and attraction insights. The official name is to be TRON Lightcycle Run, which is slightly different from its Shanghai counterpart.
TRON Lightcycle Run is set to open in 2021, just in time for Walt Disney World’s 50th Anniversary.
A lot of construction has been going on at TRON Lightcycle Run I last reported. The track has been completed and the show building as been completed as well.

Disney Parks Blog posted last week a picture of the first piece of the canopy being install.

On Monday, USA Today published an article showcasing the offerings coming to Disney Parks in 2021 and beyond.
The report, which also features quotes from Disney Parks, Experiences and Products Chairman Josh D’Amaro, says that “the coaster isn’t expected to open during the park’s 50th birthday year.” Whether that means that it won’t be open in 2021 or not until Fall 2022, after the full year from the anniversary has passed, is yet to be seen.
