I wasn't sure which board to put this under: General Discussion, Break News and Rumor or here. I settled on here for the fact that buying park tickets is part of planning your trip to WDW.
This article was posted yesterday on WDW News Today but after doing some research, I also found similar articles on other websites.
It was announced yesterday that you can buy Walt Disney World tickets at select Publix, Target, Wawa, and Winn-Dixie locations throughout Florida. These tickets are called "Florida Resident Discovery Disney Tickets". According to Disney website, these tickets have been available since January 4th and are good through June 24, 2018.

Discovery Disney tickets allow Florida residents to enjoy 3 days at a WDW theme park for $159 per person plus tax for guests over the age of 10 ($169.34 with tax) or add a 4th day for just $20 per person plus tax ($190.64 with tax). The tickets do not have to used all at one time and can be spread out but must be used by June 24th.
As with all deals, there are restrictions:
Florida residents ONLY -- Proof of Florida residency is required.
Do NOT include Park Hoppers or Park Hopper Plus but can be added to any tickets for an additional fee.
Tickets and add-on Options expire 6 months after date of first use or on June 24, 2108.
Tickets and Options are nontransferable and nonrefundable.
Tickets and Options exclude activities/events separately priced.

1) As the picture shows, these tickets are good to ages 10+. I can't find anything on Disney's website or elsewhere about prices for children ages 3 - 9. Disney has different prices: under 3 are free, 3 - 9 are one price and 10+ are another price. So, with this Discover Disney tickets, is there no special for ages 3 - 9?
2) I realize most Florida residents probably already have an AP's. I am obviously guessing Disney is trying to capture those residents that either never go to WDW and/or don't have AP's. So, is this worth it?

This is a great idea, but targeting FL residents for this deal, is interesting. Don't most Disney Fan FL residents have AP or have special deals offered through the year?

I'm not sure on how to answer this one. Both of you have answered correctly to my thinking. Disney's job is to make money and they make money no questions about it. Since I am not a Florida resident and only a want to be Florida resident I can only say that I hope they are helping those that cannot afford a Disney vacation. I'm sure there are a lot of residents who cannot afford to take their family to Disney, the pay scale is a lot lower in Florida than our other states. So.....giving Disney it's due, I hope it is for the better for the less unfortunate residents.
Another rationale...Florida Annual Passes have a large quantity of blackout dates for the Silver version....This helps open up some of those (Spring break and the beginning of Summer). All we know about Toy Story Land is it is opening Summer 2018- if this is like Pandora and opens around Memorial Day - it opens up the land (for a price) to residents with the heavy blackout date

I didn't think about the point you make and didn't look further into FL Resident AP since I am not in FL. So true, if there are more blackout dates, then this deal would be worth while because now you can go during blackout dates.

I believe for FL residents there is no price ages 3-9

All the comments here are valid points to consider....I also think because both Universal and Sea World targeted the tickets in grocery stores....Disney didn’t want to be left out of the loop. After living here again for 5 years this time I think my main observation is most FL residents either have the AP with the FL resident rate in some fashion OR just aren’t into going to Disney....so this making things a bit more reasonable for FL residents Disney is hoping to appeal to the “less fortunate” Mike refers to....trying to get those FL people who have never been, to get to go at least once....
