I was told by a very good source that starting on August 1, 2019 the resort rooms will no longer be owned by WDW.
This came as a shock and was trying to gather everything in my head as to what this could mean and did not ask the correct questions.
Seems that the Disney Web Sight has been experiencing big issues with over booking resorts. If this happens to you, you may end up at a different resort of equal price. They have it in fine print, it may not have always been there, this could be something new because of the problems they are experiencing (did not ask).
On August 1 a new company will be booking rooms, this may not even be noticed by anyone (did not ask the question) everything may be just like it always was.
Will this be announced? (did not ask)
I am positive what I heard was correct, I just wish I had the ability to ask further questions on this subject, I was so surprised by the information they gave me I really couldn't think of questions. Hope it all works out for the good, only time will tell.

I haven't heard or read anything about this but I will keep my eyes open for this if it is true. What resort were you staying at?
Maybe what the CM said was that "the resort rooms will no long be booked by WDW"; "booked" instead of "owned".
I belong to several Disney chat forums and I have not heard of any issues of resort overbooking. On these forums, I would absolutely bet that someone would have reported this if it had happened to them.

This doesn't sound right. I am greatly guessing that you misheard and got your information crossed.
