True Capacity verses General Terms for Capacity

This might have been discussed, but can someone break down what the true capacity numbers verses just saying 35% capacity....I heard it explained that if you hobby general numbers we might think it means 35,000 when it actually means approximately 60,000. I would add the “math” but I honestly can’t remember it! 😂
