I saw a rumor that Disney is thinking about starting its owner Uber-system. I first saw the rumor around July 2016 but then nothing else. I just read an article dated today (July 13, 2017) that Disney is thinking about it again. The test for this transportation system will be at the Disney's Yacht and Beach Club. This system will also be a resort-to-resort transportation option.
The article states that the name will be "Minnie Vans" and that they will be Chevrolet Traverses.
Prior: Offsite most every other years from 1972 - 2000
Most recent: Offsite 2001 & 2003 / ASM 2006 / Offsite 2009 / Poly 2011 / POR 2013 / CR 2014 / GF 2015 / DS Hotel 2017 / BC 2017 / POR 2018

Reported by Disney Parks Blog, this rumor has bee officially confirmed by the Bob Chapek, Chairman of Walt Disney Parks & Resorts.
“Since we’re all about exceeding guest expectations and making every aspect of your vacation uniquely Disney, we’re creating a new point-to-point transportation service in a way that only Disney can do,” Mr. Chapek said.
The Minnie vehicles (Chevrolet Traverses) will take you everywhere you want to go at the Walt Disney World Resort, and you’ll ride in Minnie’s classic style.
Yesterday (7/18/2017) afternoon, the Minnie Van service started running tests around the Walt Disney World Resort.

The Minnie Van provides a point-to-point transportation for resort guess and will cost $20 per trip per vehicle. The service is planned to officially begin late July 2017, but testing is currently underway at Disney's BoardWalk and Yacht Club Resorts with guests being transported at no cost during the test.
The future or plan of the service is to expand to more locations throughout the Walt Disney World Resort along with an app that will allow guests to request a Minnie Van, making it very similar to Uber. Just arrange a Minnie Van using the app and a Disney cast member will arrive and drive you anywhere you wish at the Resort in a magical way that only Disney can do.
Minnie Vans are 2017 Chevrolet Traverse Premier mid-sized SUVs, which offers three rows of seating. The second row features captain's chairs (two full size seats), and the back row can seat three, giving a guest capacity of six. Disney has also equipped its fleet of Minnie Vans with two Graco car seats.
With this now in effect, you can't say Disney drag their feet from announcing it at D23 Expo 2017 to it being a reality.

Would you utilize them just because they are "just too adorable" or for the function of getting from one place to another?

I would use them to get from one place to another, especially if I was running late. I never had a problem using the buses...my time schedule planning is good. It's nice to have an alternative if you need it.

We were able to use these 3 days when we were there, each time they were very convenient 20$ is more then the regular cab service charges, but for 6 people, its not bad when you are sharing.
We took it to Disney Springs one day Another day we took it to Animal Kingdom The 3rd time we took it to the Polynesian
Each time we made way better time then we would have with the bus. ( understanding we did have to spend $)
